Launched in 2016, the Nirman Shramik Jeevan va Bhavishya Suraksha Yojana (Construction Workers Life and Future Security Scheme) is an important initiative by the Rajasthan government through the Building and Other Construction Workers Welfare Board. This well-rounded welfare program also includes benefits from national schemes like the Pradhan Mantri Suraksha Bima Yojana (PMSBY), Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), and Atal Pension Yojana (APY), ensuring a comprehensive safety net for the workers’ future.
Objectives of the Yojana
The Nirman Shramik Jeevan va Bhavishya Suraksha Yojana focuses on providing multiple layers of protection for construction workers. By offering a combination of life insurance, accident insurance, and pension benefits, the scheme addresses the financial challenges that construction workers face due to the high-risk nature of their work. The goal is to ensure that workers and their families have access to medical, financial, and pension benefits even in the event of untimely death, accidents, or during their retirement years.
Key Benefits of the Scheme
- Pradhan Mantri Suraksha Bima Yojana (PMSBY) The PMSBY provides life insurance coverage against accidental death or disability. Under this scheme, construction workers are eligible for a 100% reimbursement of the annual premium amount, which is ₹12. This premium amount is fully reimbursed through an electronic transfer to the worker’s bank account. However, it is important to note that no partial reimbursement option is available. Workers must provide proof of the premium deduction from their bank passbook to avail of the benefits.
- Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) The PMJJBY offers life insurance coverage for the workers, covering the risk of death due to any reason. Under the Nirman Shramik Jeevan va Bhavishya Suraksha Yojana, eligible construction workers receive a 50% reimbursement of the total premium amount for this scheme. The total premium for PMJJBY is ₹330, and the workers receive ₹165 as a reimbursement. The remaining ₹165 has to be borne by the worker, who must also provide proof of the full premium deduction from their bank account.
- Atal Pension Yojana (APY) The APY is a pension scheme aimed at providing monthly pension benefits to workers post-retirement. Under this scheme, the construction workers who opt for the ₹1,000 monthly pension plan receive a 50% reimbursement of their annual contribution amount. To keep the scheme valid, workers must continue to pay their share and provide proof of the contribution deduction from their bank account.
Eligibility Criteria
- Registration: The applicant must be registered as a beneficiary with the Building and Other Construction Workers Welfare Board. This registration is a prerequisite to access the benefits of the scheme.
- Bank Account: The worker must have a savings bank account in their own name. This is necessary for the electronic transfer of the premium reimbursements and pension contributions.
- Membership in National Schemes: The applicant must be eligible for membership under the Pradhan Mantri Suraksha Bima Yojana (PMSBY), Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), and Atal Pension Yojana (APY). Only registered workers who meet the eligibility criteria for these national schemes can avail the benefits under the Rajasthan scheme.
- Consent for Deduction: The worker must provide consent to the bank for the deduction of premiums and contributions from their savings account to participate in the scheme.
- Premium/Contribution Deduction Proof: To claim the reimbursement benefits, workers must provide proof that the required premium and contribution amounts have been deducted from their savings accounts.

- Beneficiary Registration Identity Card: A copy of the registration card issued by the Building and Other Construction Workers Welfare Board.
- Bank Passbook: A copy of the first page of the bank passbook, showing the worker’s name, account number, and IFSC code. Additionally, a page showing the premium or contribution deduction details is required.
- Aadhaar Card: A copy of the worker’s Aadhaar card for identity verification.
- Bhamashah Card (Optional): A copy of the Bhamashah card, if available, to strengthen the identification process.
