Eligibility Criteria
- Retired Police Officers: Candidates must have retired on or after April 1, 2023, in the rank of Dy SP to DIG or equivalent from central or state government services.
- Preferred Experience: Applicants with a background in legal matters, intelligence work, crime control, or experience in the petroleum sector or pipeline industry will be given preference.
- Service Record: A clean service record and high level of physical fitness are mandatory.
Roles and Responsibilities
The Security Chief will be responsible for the following:
- Strategic Security Planning:
- Develop strategies to ensure the security of the assigned pipeline infrastructure.
- Participate in Security Coordination Committee meetings and provide intelligence inputs.
- Emergency Management:
- Handle emergencies such as leaks, sabotage, and other incidents by coordinating with local police and authorities.
- Participate in mock drills and suggest corrective measures.
- Operational Oversight:
- Verify the character and antecedents of personnel deployed for pipeline security.
- Monitor daily security situations and prepare detailed reports.
- Legal and Administrative Support:
- Assist IOCL in lodging FIRs, pursuing legal cases related to theft or pilferage, and liaising with authorities for bail rejection or legal compliance.
- Work with government departments to declare critical pipeline facilities as prohibited areas.
- Public and Stakeholder Engagement:
- Build relationships with local authorities and stakeholders to ensure smooth operations.
- Train and share best practices with security personnel.
Contract Details
- Tenure: The initial contract will be for one year, with the possibility of annual extensions based on performance and organizational needs, up to a maximum of three years.
- Remuneration:
- Monthly consolidated salary: ₹60,000.
- Annual increment of 3% based on performance.
- For re-engagement, the last drawn pay may be protected.
- Additional Facilities:
- Vehicle for pipeline patrolling and official duties.
- Mobile facility for communication.
- Travel Allowance (TA) and Daily Allowance (DA) for outstation visits as per organizational requirements.
Working Conditions
- The role requires 24×7 availability due to its critical nature.
- The Security Chief will also be involved in addressing emergencies, public cooperation, and overall safety management of IOCL pipelines.
